While most countries are making progress, significant disparities remain, and low digital health literacy continues to be a serious challenge. <\/p>\n\n<p class=\"wp-block-paragraph\">According to the European Commission report &#8220;Digital Decade 2025: eHealth Indicator Study,&#8221; access to electronic health records (EHR) in the EU reached 83% in 2024. This is an increase of 4 percentage points compared to 2023 and 11 points higher than in 2022, Euronews reports. <\/p>\n\n<p class=\"wp-block-paragraph\">The EU has set an ambitious goal: 100% of citizens to have access to their electronic health data by 2030.<\/p>\n\n<p class=\"wp-block-paragraph\">Among 29 European countries (27 EU member states plus Norway and Iceland), results vary significantly\u2014from just 25% in Ireland to 100% in Belgium and Estonia.<\/p>\n\n<p class=\"wp-block-paragraph\">Other leading countries include:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Denmark (98%)<\/li>\n\n\n\n<li>Lithuania (95%)<\/li>\n\n\n\n<li>Malta (94%)<\/li>\n\n\n\n<li>Poland (92%)<\/li>\n\n\n\n<li>Norway (91%)<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">All of these exceed 90% access.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\"><img fetchpriority=\"high\" decoding=\"async\" width=\"884\" height=\"1024\" src=\"https:\/\/healthcaremagazine.bg\/wp-content\/uploads\/2026\/02\/IMG_3380-884x1024.jpg\" alt=\"\" class=\"wp-image-4192\" style=\"aspect-ratio:0.8632816263609211;width:616px;height:auto\" srcset=\"https:\/\/healthcaremagazine.bg\/wp-content\/uploads\/2026\/02\/IMG_3380-884x1024.jpg 884w, https:\/\/healthcaremagazine.bg\/wp-content\/uploads\/2026\/02\/IMG_3380-259x300.jpg 259w, https:\/\/healthcaremagazine.bg\/wp-content\/uploads\/2026\/02\/IMG_3380-768x890.jpg 768w, https:\/\/healthcaremagazine.bg\/wp-content\/uploads\/2026\/02\/IMG_3380-1325x1536.jpg 1325w, https:\/\/healthcaremagazine.bg\/wp-content\/uploads\/2026\/02\/IMG_3380-600x695.jpg 600w, https:\/\/healthcaremagazine.bg\/wp-content\/uploads\/2026\/02\/IMG_3380.jpg 1605w\" sizes=\"(max-width: 884px) 100vw, 884px\" \/><\/figure>\n<\/div>\n<p class=\"wp-block-paragraph\">Also above the EU average are Portugal (88%), Spain (88%), Austria (87%), Bulgaria (87%), Croatia (87%), Germany (87%), Slovenia (87%), Hungary (86%), Latvia (86%), Finland (85%), France (84%), and Italy (84%).<\/p>\n\n<p class=\"wp-block-paragraph\">As of 2024, all EU countries except Ireland provide online access to health data through an electronic portal. This explains the country&#8217;s lowest score. In February 2026, the Irish government announced the launch of a procedure to establish a National Electronic Health System\u2014a move aimed at modernizing healthcare.  <\/p>\n\n<p class=\"wp-block-paragraph\">However, access to technology is not enough. According to the OECD report &#8220;Health at a Glance 2025,&#8221; digital health literacy levels remain low in many countries, particularly among people over 45 and those with lower education levels. <\/p>\n\n<p class=\"wp-block-paragraph\">In 17 OECD countries:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>18% of people with lower education demonstrate digital health literacy<\/li>\n\n\n\n<li>26% among the highly educated<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">The best results among the highly educated were recorded in:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Czech Republic (53%)<\/li>\n\n\n\n<li>Wales (46%)<\/li>\n\n\n\n<li>France (43%)<\/li>\n\n\n\n<li>Netherlands (31%)<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">Among people with lower education:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Czech Republic (41%)<\/li>\n\n\n\n<li>Wales (31%)<\/li>\n\n\n\n<li>France (24%)<\/li>\n\n\n\n<li>Netherlands (21%)<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">At the bottom of the ranking are Italy (9% among the highly educated, 5% among those with lower education), Romania (9% for both groups), and Belgium (11% and 10%).<\/p>\n\n<p class=\"wp-block-paragraph\">According to experts, building trust is key to the more active use of digital health technologies.<\/p>\n\n<p class=\"wp-block-paragraph\">Levels of telemedicine consultations also vary significantly across Europe. Experts emphasize that countries with well-developed electronic health systems can more easily expand telemedicine services. <\/p>\n\n<p class=\"wp-block-paragraph\">\u201cCountries with well-established electronic health records and data exchange platforms can develop telemedicine much more easily,\u201d commented David Novillo Ortiz from the WHO Regional Office for Europe.<\/p>\n\n<p class=\"wp-block-paragraph\">Europe is making steady progress in the digitalization of healthcare, but differences between countries remain substantial.
