Ministry of Health: First Telemedicine Rules in Bulgaria Enter into Force

Bulgaria now has a regulatory framework for the provision of remote medical assistance following the publication of the new ordinance by the Ministry of Health. This was reported by the Ministry of Health. The document regulates the application of telemedicine in the country for the first time.

The document specifies that remote consultations can only be performed when a level of safety comparable to an in-person examination is guaranteed. The decision to conduct such a consultation remains within the competence of the medical professional and is based on individual clinical judgment.

The ordinance allows for both real-time examinations and the exchange of medical information with a delay. Provision is also made for the possibility of medical facilities establishing joint centers for remote medical assistance.

A key element in the new rules is the mandatory recording of all activities performed in the National Health Information System. Every remote examination will be recorded in the patient’s electronic health record, ensuring traceability and transparency. Control over the process will be exercised by the “Medical Supervision” Executive Agency.

At the same time, restrictions have been introduced – activities requiring physical contact, such as childbirth, certification of death, or certain dental procedures, cannot be performed remotely.

The adoption of the ordinance lays the foundation for a wider implementation of digital health services, with the goal of easier access to medical care and better organization of patient care.
