NHIF: Rejected medical activity payments for December 2025 total BGN 99,000

The total value of medical activity rejected for payment for December 2025 amounts to BGN 99,000. The data is summarized based on audits conducted by all regional insurance funds in the country. This was announced after the meeting by the Governor of the Fund, Assoc. Prof. Petko Stefanovski, as quoted by BTA.

The oversight activities of all regional health insurance funds were the main topic of today’s meeting of the Supervisory Board of the National Health Insurance Fund (NHIF). Assoc. Prof. Stefanovski further informed that the NHIF budget for 2025 was adopted by the Supervisory Board with a balanced budget. He recalled that at the end of last year, the Fund’s management had expressed concerns about a revenue shortfall of approximately BGN 52 million, but this risk has been overcome.

According to him, in the final days of 2025, the Ministry of Finance notified the NHIF of a revenue increase of approximately BGN 65 million, which allowed the expected deficit to be covered. The Governor of the Fund emphasized that, as of now, the NHIF has settled all payments with its contractual partners for the past year.

Under the current budget extension law for this year, the Supervisory Board approves the allocation of funds on a quarterly basis. Assoc. Prof. Stefanovski expressed concern that the lack of an adopted new budget prevents the implementation of all changes agreed upon with the professional organizations of physicians and dentists, as well as the signing of new framework agreements.

He also recalled that the introduction of electronic health cards, which were expected to strengthen control within the system, has been dropped.

During the meeting, the Supervisory Board instructed the NHIF management to conduct an assessment of all new activities authorized in 2024 and 2025 that are set to enter the system in 2026. According to Assoc. Prof. Stefanovski, these activities must be costed and presented for discussion at a subsequent board meeting. He specified that they are currently not provided for in the budget extension law.
