Portfolios of Deputy Ministers of Health Distributed

The Minister of Health, Katya Ivkova, issued an order for the distribution of portfolios among the deputy ministers of her team.

Deputy Minister Dr. Ivian Benishev will coordinate and control healthcare system policies within the “Medical Activities,” “Public Enterprises and Property Management,” and “Emergency Medical Assistance” directorates. His portfolio includes the Executive Agency “Medical Supervision” (EAMS), the Emergency Medical Assistance Centers (EMAC), the National Center for Training and Qualification in the Emergency Medical Assistance System (NCTQEMAS), the National Center for Transfusion Hematology and regional transfusion hematology centers (NCTH and RCTH), the National Expert Medical Commission (NEMC), homes for medical and social care for children (HMSCC), Centers for Comprehensive Care for Children with Disabilities and Chronic Diseases (CCCCDCD), state psychiatric hospitals (SPH), the Center for Assisted Reproduction (CAR), as well as the Regional Health Inspectorates (RHI) regarding functions in the field of medical activities. Dr. Benishev also assumes the functions of the authority for the recognition of professional qualifications in regulated medical professions and specialties within the healthcare system.

Deputy Minister Galya Alexandrova will be responsible for the “Budget and Finance” and “Implementation of Projects, Programs, and Strategies” directorates. Her portfolio includes the coordination and management of projects and investments funded under the “Human Resources Development” Program 2021–2027, the “Environment” Program 2021–2027, the Swiss-Bulgarian Cooperation Programme, and the National Recovery and Resilience Plan, including investments for the modernization of hospital facilities, psychiatric care, the air emergency medical assistance system, the National Digital Platform for Medical Diagnostics, centers for interventional diagnostics and endovascular treatment of cerebrovascular diseases, and the development of outpatient care.

Deputy Minister Prof. Dr. Petko Salchev, PhD, will be responsible for the “European Coordination and International Cooperation,” “Health Information Systems,” “Drug Policy,” and “Public Health” directorates. His portfolio also includes the Bulgarian Drug Agency (BDA), the National Council on Prices and Reimbursement of Medicinal Products (NCPRMP), the National Center of Infectious and Parasitic Diseases (NCIPD), the National Center of Public Health and Analyses (NCPHA), the National Center of Radiobiology and Radiation Protection (NCRRP), as well as the Regional Health Inspectorates (RHI) regarding functions in the field of public health and infectious disease surveillance.
