The Finance and Health Committees are concurrently reviewing the state budget and the NHIF budget for 2026.

Today at 2:00 PM, the Finance and Health Committees of the National Assembly will concurrently discuss the 2026 State Budget Bill, which includes the budget of the Ministry of Health, as well as the 2026 NHIF Budget Bill. Additionally, the Finance Committee will review the State Social Security budget, which includes changes related to the Territorial Expert Medical Commissions (TEMC).

The 2026 draft NHIF budget projects €5,571,998.4 thousand in revenue and expenditure, representing a 15% increase compared to 2025.
Health insurance revenues amount to €5,196,424.8 thousand, including €3,177,034.8 thousand from health insurance contributions and €2,019,390.0 thousand in health insurance transfers.
Funds for health insurance payments total €4,985,168.9 thousand, a 9.9% growth compared to this year.

The Fund’s budget allocates €260 million for the remuneration of non-specialist doctors in state and municipal hospitals, with €30 million of this being transferred to the Ministry of Health budget for medical facilities that are not commercial entities.

The expenditure part of the Ministry of Health’s 2026 budget amounts to €703,581,500 (BGN 1.376 billion), which is BGN 172.2 million more than the current budget.
€342,712,300 (BGN 670 million) is allocated for personnel, BGN 65.6 million more than this year, while capital expenditures reach €46,616,300 (BGN 91 million)—nearly BGN 18 million more compared to 2025.

The transfer to the NHIF remains almost unchanged at €98,717,500 (BGN 193 million), which is BGN 1.9 million more than the previous year.

The draft State Social Security budget also includes amendments to the Health Act, specifying which institutions will have the right to access the National Health Information System (NHIS). This is necessary for determining the percentage of permanently reduced work capacity and the duration of disability in the decisions of the TEMC/NEMC, which serve for the granting of disability pensions.

An addition is also proposed, allowing for the review of an expert decision in the presence of new facts or circumstances—including those established in judicial or pre-trial proceedings—that are relevant to determining the degree of disability or the right to a pension.
