The Health Committee considers the proposal for a second Deputy Governor of the NHIF

Members of the Health Committee make a second attempt to vote on the second reading of the proposal to introduce the position of a second Deputy Governor of the NHIF.

The previous meeting of the Parliamentary Health Committee, which included this item on its agenda, did not take place due to the extended duration of the plenary session.

The initiative to introduce the new management position comes from members of the BSP parliamentary group. According to them, the need for a second Deputy Governor arises from the increasing workload within the health insurance system. This complicates the exercise of effective leadership and control when the institution is headed by only a Governor and one Deputy Governor.

In their reasoning, the sponsors further state that due to political crises and situational complications, the NHIF has repeatedly had to be managed by a single individual for extended periods. This is a situation that, in their view, poses serious risks to the normal functioning of the country’s health insurance system.

The BSP points out that distributing functions between two Deputy Governors would allow for more in-depth and effective control over their implementation. According to them, this would enable better management organization, provided that departments and competencies are clearly delineated—specifically between the activities of the 28 Regional Health Insurance Funds (RHIF) and the specialized administration.

During today’s session, members of parliament are also expected to address topical questions to the Minister of Health.
